A. CALL TO ORDER AT 5:30 PM
Members present: Johnston, Moore, Litchfield, Haynes, Crothers, Bromage, Harbormaster Murphy, Savage, Liebow, Bright, Jones, Black
The meeting was called to order by Chairman Haynes at 5:30 PM
B. MINUTES
1. APPROVE MINUTES OF 12-11-07
The minutes of 12-11-07 were reviewed…moved by Savage second Bromage to approve as written (11-0)
C. NEW BUSINESS
1. DISCUSS THE CURRENT SUMMER RATES AND PROPOSE CHANGES
A discussion was held regarding the summer rate structure. Motion by Jones second by Johnston to approve the transient electrical rate changes as presented and attached. (11-0). Motion by Savage seconded by Moore to approve the seasonal electric rates at "half-rate" (11-0). Motion by Savage to establish a single fee of $650.00 for seasonal outboard float usage for vessels up to 19' 6" second by Bromage (11-0). Motion by Savage to keep the launching ramp fees as presently charged, second by Johnston (11-0). Motion by Liebow to charge $5.00 for pump out services, seconded by Savage (11-0). Motion by Bright second by Johnston to raise the mooring rental fees as listed and attached for transient and seasonal users (11-0). Motion by Bright second by Savage by to
increase the dockage rates per foot by .25 for each category for both transient and seasonal users (11-0).

2. OPEN COMMERCIAL DOCK PROPOSALS FOR AVAILABLE SPACE
The following proposals were received:
a. Karl Brunner (American Ice Company "Ripples") increase from drop off and pickup to add one trip to Baker Island once/day
b. Friendship Sloop "Helen Brooks" (Karl Brunner) increase from 3 to 4 trips per day
c. Friendship Sloop "Alice E." (Karl Brunner) for drop off and pickup
d. Tom Savage (Harbor Launch Service "Woodcutter") for drop off and pickup
e. Downeast Sailing Adventures (Andrew Keblinsky "Surprise") sunset sail on a non-regular schedule drop off and pick up basis
Motion by Bright to deny proposal e. on the basis of asking for a regular scheduled sunset trip. Motion failed due to lack of a second.
All proposals were then deemed to qualify by required regulations and a lottery was held with the following proposal being drawn and awarded: "Proposal C was drawn for the Alice E."
Moved by Bromage to recommend Proposal C to the selectmen for approval, second by Litchfield (11-0)
Motion by Liebow to establish a "Launch Service" for Northeast Harbor based on a proposal to be developed by the harbormaster subject to approval by Marine Management Committee. Second by Litchfield (11-0)
E. GENERAL ISSUES
Mr. Bright brought up whether the MMC should review the charges assessed for a seafood-buyers permit. The MMC decided to discuss this issue further at a future meeting
D. OLD BUSINESS
1. UPDATE ON NEH IMPROVEMENT PROJECT
Harbormaster Murphy gave the MMC an update on the progress made by CES to date. Data collection is presently underway at this time.
